The Zhaotong Fire Rescue Training Base was completed in 2020, covering 179 acres. In 2021, it was upgraded to "Yunnan Province Water Rescue Training Base" with the approval of the Yunnan Provincial Government. In 2022, the Yunnan Fire Rescue Command developed and built a building fire internal attack simulation training facility independently. This time, the National Fire Rescue Bureau officially approved the establishment of "National Water Rescue Training Base" and "National Building Fire Indoor Smoke Characteristic Training Base", marking the official establishment of the only national training base in China that undertakes two national training tasks simultaneously.

For two years, the Yunnan Fire Rescue Command has been committed to promoting the construction of the base as the primary brand for the upgrading of emergency rescue capabilities. By introducing advanced technology, innovating training facilities, and cultivating key teachers, it has continuously strengthened and expanded its advantage and leading position in the field of professional rescue in China. The base has complete living and training facilities, including water rescue, rope rescue, earthquake rescue, tunnel rescue, building fire rescue, and physical training. Among them, the water rescue facilities include China's first-ever 1-5 level intensity rapid current rescue simulation training facilities, which is one of only two facilities in the world that comply with UN rescue procedures. The building fire internal attack comprehensive training, building fire indoor smoke characteristics training, and small-size building fire simulation training facilities were built after 2000 rounds of combustion training summary. Now, the base has China's first multi-story civilian building fire internal attack comprehensive training facilities and China's first set of container-type building fire smoke characteristics professional training facilities.

The base has organized more than 100 training courses, trained and sent more than 6000 professional rescue technicians nationwide, and France's National Gendarmerie Ski Mountaineering School has sent personnel to the base for technical exchanges for six times. Countries such as the Philippines, Malaysia, and Bangladesh have expressed their willingness to come to the base for training, and the radiation effect and leading advantages are constantly appearing. This year, the expansion and upgrading project of the base was included in the "Yunnan Province Major Project Database" and the "Accelerated Construction of Facing South Asia and Southeast Asia Radiation Center Key Project Database", and an additional 100 acres of land were newly acquired and 160 million yuan was invested in base construction. Modern professional training facilities such as urban flood rescue, comprehensive transportation rescue, and helicopter rescue are being newly built. In 2024, it is planned to invest another 150 million yuan to further improve the supporting teaching and training facilities. By then, it will become the world's largest urban flood training ground.

Next, the Yunnan Fire Rescue Command will closely focus on the province's "3815" strategy, seize the favorable opportunity of high-level attention and support from all levels, accelerate the construction of the base, actively expand external training cooperation especially for South Asia and Southeast Asia, accelerate the promotion of emergency rescue technology going abroad, better serve the national "Belt and Road" initiative, under the care and attention of the Provincial Party Committee, Provincial Government, and National Fire Rescue Bureau, with the support and help of the Zhaotong Municipal Party Committee and Municipal Government. The base will surely develop into a first-class professional rescue talent highland and a comprehensive emergency rescue training center that radiates to Yunnan-Sichuan-Guizhou provinces as well as South Asia and Southeast Asia.
